Support TABOR Reform for a better future in Colorado!

Colorado’s Taxpayer's Bill of Rights (TABOR) has limited our state’s ability to invest in things we all rely on—like schools, healthcare, food access, and transportation. Now, there’s a chance to change that.

The Colorado Fiscal Institute is excited to see HJR25-1023, a joint resolution that allows the General Assembly to challenge the constitutionality of TABOR. Addressing this question now can provide long-term stability and opens the door for reforms that put people first and strengthen Colorado’s budget. We thank the bill sponsors who are stepping up for Colorado communities: Representatives Sean Camacho and Lorena García, and Senators Lindsey Daugherty and Iman Jodeh.

This bill has passed the House Finance Committee and will be heard on the House Floor. Help ensure it advances by asking your legislator to support the bill and showing them we have their back in upholding their oath to safeguard the Constitutional rights of Coloradans.

I am a constituent, and I ask you to vote yes on HJR25-1023. We're in the final weeks of the legislative session. This year, you were in the unhappy position of finding $1.2 billion to cut from a slender budget. This is because the Taxpayer’s Bill of Rights (TABOR) does not allow us to invest during good times, or prepare for bad times. TABOR has created a rigid system that severely limits Colorado's ability to fund essential public services, resulting in chronic underfunding for schools, roads, and healthcare. It has hindered the legislature's ability to craft responsive budgets and weakened Colorado’s system of checks and balances. Additionally, TABOR forces a reliance on regressive sales taxes to fund public services, disproportionately impacting lower-income residents while the wealthy evade paying their fair share. Prioritizing the working families in our neighborhoods has never been more important. Now is the moment to question whether a law that makes it so difficult to meet the growing needs of our state is actually constitutional. HJR25-1023 challenges the constitutionality of TABOR and opens the door for reforms that prioritize people over outdated limits. Please stand up for working families and communities by protecting public services and fighting for tax equity. I ask you to vote Yes on HJR25-1023. Thank you for your time and consideration.
